The VROOM Act would protect consumers when rental car companies fail to honor confirmed reservations. The Federal Trade Commission would enforce the law and treat violations as unfair or deceptive practices, while state attorneys general and individual consumers could also pursue civil lawsuits for damages up to $1,500 per violation. The bill applies to rental car companies with fleets of at least 35 vehicles offering short-term rentals, and the FTC would have authority to develop implementing regulations.
