This bill requires the U.S. State Department to submit annual reports examining educational materials used in schools under Palestinian Authority control and in Gaza to determine whether they contain content promoting violence or intolerance toward other countries or ethnic groups. The first report must be completed within 180 days of the law's enactment, with subsequent reports due within 90 days of each new school year for two additional years. Each report must assess what steps the Palestinian Authority is taking to remove problematic content, whether U.S. foreign assistance funds these educational materials, how U.S. aid addresses curriculum issues, and what diplomatic efforts the State Department has made to promote peace and tolerance in Palestinian education. The bill is based on congressional findings that Palestinian textbooks have historically contained violent imagery, glorified attackers, and included maps and references deemed inconsistent with United Nations values. All reports must be made publicly available on the State Department website.
