The AVERT Future Violence Act of 2024 directs the Attorney General to study the connection between animal cruelty and human violence. Specifically, the National Institute of Justice must examine what factors lead people to commit animal cruelty, whether animal cruelty can predict future violence against humans, and what types of human violence are most commonly linked to specific animal cruelty offenses. The study must be completed within three years and include recommendations for federal, state, and local policies and intervention programs. The bill also authorizes a new grant program to help eligible organizations—including law enforcement agencies, courts, animal shelters, and victim service providers—develop strategies to detect animal cruelty early, prosecute offenders, and provide mental health treatment to prevent future violence. The legislation allocates $2 million for the research study and $2 million for the grant program in fiscal year 2024.
