The legislation directs the Department of Energy to provide financial assistance to state energy agencies that request it, allowing states to implement contracts that improve energy efficiency, water conservation, and utility cost savings in public buildings and facilities, with a focus on helping rural and underserved communities. States would have five years to spend the funds or return them, and they must use private or other non-federal financing to the greatest extent possible. The bill also creates a national training and certification program for project facilitators who oversee these contracts. The legislation authorizes $35 million annually from fiscal years 2024 through 2028 for state grants, plus up to $2 million per year from existing Department of Energy funds for technical assistance and the certification program.
