The VICTIM Act of 2024 directs the Attorney General to establish a federal grant program that provides funding to state, local, tribal, and prosecuting offices to improve their ability to solve homicides and firearm-related violent crimes. Grant recipients can use funds to hire and retain investigators, purchase forensic technology and equipment, implement best practices for investigations, provide victim services, and conduct training on trauma-informed techniques and other investigative improvements. The bill authorizes $60 million annually from 2024 through 2029, with 5 percent reserved specifically for tribal law enforcement agencies. Grant recipients must submit annual reports documenting their progress on clearance rates, hiring, training, technology purchases, victim services, and demographic data on victims and investigations, while the Department of Justice Inspector General will audit recipients to prevent waste and fraud.
