To amend the FAA Reauthorization Act of 2018 to extend the aviation workforce development program and provide grants to develop aviation manufacturing and supplier workforce, and for other purposes.
The Aviation WORKS Act extends and expands federal funding for aviation workforce development programs through 2028. The bill modifies existing programs to add two new initiatives: one providing grants to develop aviation manufacturing and supplier workforce education, and another supporting workforce development partnerships in the aviation and aerospace sectors. The legislation authorizes $20 million annually for each of the four programs (the two existing programs plus two new ones) from fiscal years 2024 through 2028, totaling $80 million per year in potential funding. Eligible applicants include flight schools, aircraft manufacturers, colleges and high schools with aviation programs, and industry partnerships that include airlines, manufacturers, and other aviation employers. The grants will support activities like technical education programs, scholarships and apprenticeships, career services, and outreach to underrepresented communities and economically disadvantaged areas.
