The Technology Workforce Framework Act of 2024 expands the National Institute of Standards and Technology's responsibilities to develop and maintain workforce frameworks that define the skills, knowledge, and job roles needed in critical and emerging technologies. The bill specifically requires NIST to create a comprehensive artificial intelligence workforce framework within 540 days of enactment and periodically review and update the existing cybersecurity workforce framework at least once every three years. These frameworks are intended to help industry, government, educational institutions, and nonprofit organizations better prepare workers for technology careers by providing clear guidance on competencies, work roles, and career pathways, with special attention to helping people from nontraditional backgrounds enter these fields. NIST must also consult with federal agencies, private industry, state and local governments, and academic institutions when developing these frameworks and produce resources in multiple languages to support broader adoption. The bill requires NIST to submit regular progress reports to Congress on the development, updates, and use of these frameworks to ensure they remain relevant to workforce needs.
