The Pre-Apprenticeships To Hardhats Act directs the Department of Labor to award competitive grants to nonprofit partnerships for developing pre-apprenticeship programs that prepare people for registered apprenticeships in building and construction trades. The programs must specifically target underrepresented populations, including racial minorities, women, military veterans, Native Americans, long-term unemployed individuals, and people from low-income and rural areas. Eligible organizations receiving grants must include equal participation from industry employers and labor organizations, and they can also partner with schools, community groups, and workforce development boards. Grant recipients will receive 75 percent federal funding for up to three years, with possible one-year extensions for programs showing satisfactory performance, and may use funds for training, curriculum development, participant assessments, and supportive services. The bill authorizes $20 million annually in funding to support these pre-apprenticeship programs and requires grantees to demonstrate that participants can successfully transition into registered apprenticeship positions.
