The LISTOS Act requires large online platforms with at least ten million monthly U.S. users to ensure consistent enforcement of their content moderation policies across all languages in which they operate and make money. The bill specifically targets social media platforms, search engines, and messaging services, requiring them to provide annual public reports detailing how many content moderators they employ by language and region, how their automated systems perform across different languages, what percentage of content is reviewed in its original language versus through translation, and how quickly they respond to user takedown requests. Additionally, platforms must make all reporting tools and policy documentation equally accessible in every language they offer. The Federal Trade Commission will enforce the law and establish regulations, with the first rules due within 120 days of enactment and full compliance required 120 days after regulations are finalized. The bill also authorizes three million dollars annually in fiscal years 2024 and 2025 for international research through USAID to study harmful non-English online content and build capacity in other countries to address it.
