The Trafficking Reduction And Criminal Enforcement Act aims to prevent illegal gun sales and trafficking by requiring several new measures on firearm manufacturers, dealers, and law enforcement. Within 12 months of enactment, firearms manufacturers must add a second serial number to each gun that is either hidden inside the receiver or visible only under infrared light, in addition to the standard serial number. The bill also requires licensed firearms dealers to conduct physical inventory checks of their stock and expands the definition of what constitutes a firearm to include unfinished frames and receivers that can readily be assembled into functional weapons. Additionally, the bill extends background check records retention from immediate destruction to a 180-day preservation period to help law enforcement trace illegal weapons. The Attorney General must issue regulations to implement these requirements within 180 days of the bill's enactment, and the bill removes various Congressional limitations on firearm tracking authority that have been in place since 2004.
