The Strategic Plan for Aging Act requires the federal government's Assistant Secretary for Aging to award grants to states, Indian tribes, and tribal organizations to develop comprehensive, long-term plans addressing the needs of older adults and people with disabilities. These "Multisector Plans for Aging" must be created through collaboration among government agencies, aging and disability advocates, service providers, academics, and affected individuals, and must address at least ten key issues including housing, health care, long-term services, elder justice, economic security, social connection, and food security. The bill authorizes up to 65 grants over five years, with a maximum of $500,000 per grant and at least 10 grants reserved for tribal entities, and it provides $6.5 million annually from 2025 through 2029 to fund the program. Grant recipients must submit progress assessments and complete their plans within two years, with plans covering at least a ten-year period and including specific goals, benchmarks, and accountability measures to track progress.
