This bill modifies tariff rules for passenger vehicles by requiring cars produced, manufactured, or assembled by designated foreign adversaries to be labeled as originating from those countries for tariff purposes. The bill applies to vehicles classified under U.S. tariff code 8703 and identifies seven foreign adversaries including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria. The legislation expands the definition of covered entities to include companies that are at least 25 percent owned or controlled by these foreign adversaries, either directly or through joint ventures and financial arrangements, as well as Chinese companies involved in military-civil fusion initiatives. The changes take effect 180 days after the bill is enacted into law. The measure essentially aims to close what sponsors view as loopholes that allow vehicles from foreign adversary nations or their companies to avoid higher tariffs by claiming a different country of origin.
