Funding authorizations are substantial, totaling approximately $570 million to $707 million annually for comprehensive planning grants through 2029, $175 million to $262 million annually for community challenge grants, $110 million annually for the transit-oriented development credit facility, and unspecified funding for the healthy housing initiative. Grant recipients must obligate funds within one to four years and complete projects within five years, with performance measures and public participation requirements throughout the process.
