The Whole-Home Repairs Act of 2024 establishes a pilot program through the Department of Housing and Urban Development to provide grants to states and local governments that will help low- and moderate-income homeowners and small landlords pay for home repairs. Eligible homeowners must have household incomes at or below 80 percent of their area's median income and occupy their home as a primary residence, while eligible landlords can own no more than 10 rental properties and must agree to maintain affordable rents and lease terms for tenants. The program funds various repairs including accessibility modifications for seniors and people with disabilities, health and safety improvements, energy and water efficiency upgrades, and weatherization. The Secretary of Housing and Urban Development must establish the program within one year of enactment and award grants to between 2 and 10 implementing organizations annually, with no more than one per state, prioritizing diverse geographic coverage including rural and tribal areas. The program is authorized to use up to $25 million from existing lead hazard and healthy housing program funds and will terminate on October 1, 2029.
