The LIABLE Act would remove legal immunity protections that international organizations currently have when sued in U.S. courts, but only in cases involving terrorism. Specifically, the bill would allow Americans, U.S. military members, and government employees to sue international organizations for damages if those organizations or their officials provided support to designated terrorist groups that resulted in personal injury or death through torture, extrajudicial killing, aircraft sabotage, or hostage-taking. The bill also applies if the international organization is based in or has substantial operations in the United States. Claims under this law must be filed within 20 years of when the injury or death occurred. The legislation does not provide any new funding and would take effect upon enactment, fundamentally changing how U.S. courts can handle lawsuits against international organizations in terrorism-related cases.
