This bill directs the President to impose economic sanctions on foreign individuals, companies, and governments that provide financial or material support to Hamas, Palestinian Islamic Jihad, or their affiliates, including senior leaders of these groups and related terrorist networks in the West Bank and Gaza. Within 180 days of enactment, the administration must identify and sanction violators by freezing their U.S. assets, restricting their access to American financial institutions, and limiting arms exports and financial assistance to complicit foreign governments. The law also requires regular reports to Congress on which countries are failing to disrupt Hamas's fundraising and money-laundering networks, and it extends related sanctions targeting the use of civilians as human shields through 2030. Exceptions are built in for humanitarian aid, food, medicine, and legitimate intelligence or law enforcement activities, and the President can waive sanctions for national security reasons for renewable 180-day periods. The bill authorizes $15 million in fiscal year 2025 for the State Department to strengthen its sanctions enforcement capabilities, and the overall law will expire either three years after enactment or earlier if Hamas and Palestinian Islamic Jihad are no longer designated as terrorist organizations.
