The Lifelong Learning Act amends federal workforce training law to give states and local areas more flexibility in how they run job training programs for workers already employed. The bill increases the amount of funding that must be reserved for incumbent worker training from 20 percent to 30 percent, and raises the funding floor for transitional jobs programs from 10 percent to 15 percent, allowing more resources to flow to these initiatives. The legislation also requires states to report performance data on incumbent worker training programs, which will help the Labor Department and Education Department adjust performance standards for adult and dislocated worker programs. Additionally, the bill expands who can operate workforce development centers by allowing local boards to serve as "one-stop operators" if they meet certain conflict-of-interest safeguards and receive approval from local officials and the governor. This bill applies to workforce development agencies and the workers they serve across all states that participate in federal job training programs.
