This bill directs federal agencies to develop better tools for detecting illegally imported red snapper, a fish species often mislabeled or smuggled into the U.S. market. Specifically, it requires the National Institute of Standards and Technology and the National Oceanic and Atmospheric Administration, working with Customs and Border Protection and the Coast Guard, to jointly create a chemical-analysis method for identifying a red snapper's country of origin. This method must be fast, practical for law enforcement, and usable with a portable field kit that one person can carry. Within two years of the bill becoming law, officials must report to Congress on the methodology developed, a plan to put it into practice, and recommendations for further research. The bill also authorizes the Department of Defense to work with the Coast Guard to provide technical assistance, personnel, and intelligence support to foreign maritime forces combating illegal fishing and related transnational crime, allowing U.S. and partner nation personnel to operate jointly on each other's vessels as needed.
