The Department of Health and Human Services would award three-year competitive grants to states, which would then distribute funds to police agencies and police-led consortiums to support child care programs through startup costs, training, facility operations, and scholarships for families. At least 20 percent of funds must go to smaller agencies employing fewer than 200 officers, and recipients must provide matching contributions starting at 10 percent in year one and increasing to 33 percent by year three.
