The Enhanced Cybersecurity for SNAP Act of 2024 strengthens security protections for the food assistance program by requiring states to implement modern cybersecurity safeguards for EBT cards used to access SNAP benefits. Within two years of the bill's enactment, the Agriculture Department must establish regulations requiring states to offer multiple ways for households to monitor their accounts, including text message alerts, voice phone service, and online portals that work on mobile devices. States must also allow cardholders to freeze their accounts, use virtual card numbers for online purchases, and receive transaction history for the past 12 months across all available platforms. The bill requires states to begin issuing chip-enabled EBT cards within two years and phase out magnetic stripe cards within five years, with the federal government reimbursing states for all reasonable costs of upgrading their payment systems and card inventory. Additionally, the legislation eliminates certain replacement card fees and requires states to provide replacement cards within three business days if a card is damaged, lost, or fraudulently used, helping prevent households from losing access to their food benefits.
