Within 60 days of enactment, the commission must issue these guidelines, which must address the benefits and risks of using AI in election administration, related cybersecurity threats, and how AI-generated content can spread both accurate election information and harmful disinformation that erodes public trust. The bill also requires the commission to study how AI technologies were actually used and how they affected the 2024 federal elections, with a report due by November 5, 2025. Based on the findings of that study, the commission must review and update its original guidelines as needed. The legislation primarily affects election officials at the state and local level by giving them federal guidance, though compliance with the guidelines remains voluntary rather than mandatory.
