This bill strengthens legal protections for military service members' civilian jobs under the Uniformed Services Employment and Reemployment Rights Act (USERRA). It broadens protections against employer retaliation, makes it easier for service members to obtain court injunctions when their job rights are violated, and increases financial penalties on employers who knowingly break the law, including liquidated damages of at least $50,000. The bill also makes attorney fee awards mandatory rather than optional for service members who win their cases, whether in federal court, before the Merit Systems Protection Board, or in Federal Circuit appeals. Additionally, it directs the Government Accountability Office to review how USERRA complaints are processed and how intelligence agencies protect service members' employment rights, with reports due to Congress within one to two years. Finally, the Department of Labor must periodically review and update its USERRA investigations manual over the next five years, reporting any changes to relevant congressional committees.
