The FASD Respect Act reauthorizes and expands the federal government's Fetal Alcohol Spectrum Disorders prevention and services program through 2028. The legislation broadens the scope of activities supported by the program to include awareness, prevention, identification, and intervention for FASD, and extends eligibility for grants and contracts to states, tribal governments, local agencies, academic institutions, and nonprofits. The bill establishes new Fetal Alcohol Spectrum Disorders Centers for Excellence to build capacity for diagnosing FASD, conducting public awareness campaigns, training healthcare and service providers across multiple sectors, and maintaining a national directory of FASD services. The Department of Health and Human Services must report to Congress within four years on the effectiveness of these efforts, and the legislation authorizes whatever funding is necessary to implement these programs during the five-year authorization period.
