This bill restricts U.S. military aid to Ukraine until the Department of Defense meets specific accountability requirements for tracking weapons and equipment sent to the country. Before any new assistance requiring Enhanced End-Use Monitoring can be provided, the Defense Department Inspector General must certify that all current military equipment in Ukraine is inventoried by serial number and that the rate of missing or unaccounted-for equipment drops below 10 percent. The Department of Defense must also fully implement recommendations from an Inspector General report issued in January 2024 about monitoring problems. Starting 60 days after the bill becomes law, the Secretary of Defense and State Department must submit detailed reports to Congress every 30 days describing tracking measures and any instances of equipment not reaching intended recipients or being used for unintended purposes, continuing until equipment delinquency rates fall below one percent.
