The bill outlines NOAA's core functions, which include atmospheric and oceanic research, weather forecasting, ocean exploration, coastal resource management, and enforcement of related federal laws. The legislation requires NOAA to develop a reorganization plan within 18 months and implement it within 36 months to improve efficiency and coordination across its operations. It also establishes a Science Advisory Board of at least 15 members to provide research guidance and requires NOAA to submit a five-year strategic research plan to Congress within 18 months. The bill takes effect six months after enactment and directs NOAA to study the feasibility of consolidating endangered species and marine mammal protection functions into a single agency.
