This bill establishes a new Office to Monitor and Combat Islamophobia within the U.S. Department of State, led by a Special Envoy appointed by the Secretary of State. The office would track and report on anti-Muslim discrimination and violence occurring in foreign countries and coordinate with government agencies and international organizations to combat Islamophobia abroad. The legislation requires the State Department to include detailed information about acts of Islamophobia, including physical violence against Muslims, vandalism of mosques and Islamic institutions, and government propaganda promoting hatred, in its annual human rights reports and international religious freedom assessments on other countries. The State Department must establish the office within 120 days of the bill's enactment and begin including Islamophobia information in annual reports within 180 days. The bill does not specify dedicated funding, leaving that to existing State Department budgets.
