This bill prohibits the Department of Defense from awarding contracts to companies that employ or retain lobbyists working on behalf of Chinese military companies, entities on various government watchlists, or organizations involved in forced labor. Before signing a defense contract, companies must certify they won't hire lobbyists representing these listed entities and agree to report any violations. The law applies to all defense procurement going forward and becomes effective 30 days after enactment. If violations occur, the Defense Department can withhold payment, claw back funds, or cancel contracts entirely, though the Secretary of Defense can waive these requirements on a case-by-case basis if national security demands it. The bill requires defense contractors to adopt reasonable procedures to monitor their lobbying activities and allow government audits to verify compliance.
