The BOP Release Card ID Act of 2024 requires the federal Bureau of Prisons to issue photo identification cards to all U.S. citizens being released from federal custody, with implementation required within 180 days of the law's enactment. These release cards must meet federal identification standards, remain valid for at least 18 months, and be accepted by federal agencies and programs including Social Security, Medicare, Medicaid, food assistance, housing, veterans services, and federal buildings. The bill directs the Bureau of Prisons to negotiate with states to allow released prisoners to use these cards to obtain state identification documents and requires annual reporting to Congress on those negotiations. The Attorney General is also directed to issue guidance to states on issuing similar identification cards for prisoners released from state correctional facilities, helping formerly incarcerated individuals access government services and facilities more easily upon release.
