The grants would support organizations like workforce development boards, colleges, nonprofits, and community groups in creating or expanding innovative employment services designed to improve job outcomes and earnings for workers, especially those facing barriers to employment and people in rural areas. The bill establishes three types of grants based on the strength of evidence supporting a program: early-phase grants for new programs, mid-phase grants for programs showing moderate success, and expansion grants for programs with proven results that are ready to scale up. To ensure accountability, all funded programs must be rigorously evaluated through partnerships with outside research organizations to measure their effectiveness. The legislation authorizes unspecified funding for the program from 2025 through 2029, with up to 10 percent of available funds reserved for technical assistance and evaluation research.
