The bill creates two main types of leave: emergency paid sick leave for employees unable to work due to infectious disease exposure, diagnosis, or symptoms, and expanded family and medical leave for employees caring for children or family members whose childcare or school is disrupted by a public health emergency. All employers with at least one employee must provide this leave, though employers with fewer than 25 employees have limited job restoration obligations. The legislation compensates employers through tax credits worth 100 percent of wages paid for emergency sick leave and family leave, capped at $511 per day, and allows self-employed individuals similar tax credits. The bill applies to all wages paid after its enactment date and directs the Secretary of Labor and Department of Treasury to issue regulations within 7 to 15 days to implement the requirements and provide compliance guidance.
