This bill establishes a national Emi-Coke Alert communications network within the Department of Justice to assist law enforcement in locating trafficked persons who have been reported missing, particularly in cases involving high-speed vehicle chases related to human smuggling. The Attorney General would designate a national Emi-Coke Alert Coordinator responsible for developing voluntary guidelines, establishing minimum standards for alerts, and working with states to create compatible regional alert systems that can coordinate with the existing AMBER Alert network. The Coordinator would also develop recovery protocols, establish an advisory group with representatives from law enforcement and human trafficking organizations, and submit annual reports to Congress on the effectiveness and status of state Emi-Coke Alert plans. The bill authorizes $500,000 in appropriations for the Department of Justice to establish and operate the network and requires the Coordinator to provide training, educational programs, and resources to states, local governments, broadcasters, and law enforcement agencies involved in the system.
