The FEHB Protection Act directs the Office of Personnel Management to strengthen oversight of the Federal Employees Health Benefits Program, which provides health insurance to federal employees, retirees, and their families. The bill requires OPM to create a process, within one year of enactment, for employing offices to verify that life events like marriages or births used to add family members to coverage are legitimate, and to confirm that anyone added to a plan is truly an eligible family member. It also mandates that OPM include ineligible enrollees in its fraud risk assessments and conduct a three-year audit reviewing marriage certificates, birth certificates, and other documents to confirm the eligibility of covered family members, starting one year after enactment. During this audit period, OPM must report to Congress every 180 days on findings, including how many people were found ineligible and how many voluntarily dropped coverage. Finally, the bill requires OPM to establish, within 180 days of enactment, a formal process to disenroll or remove individuals discovered to be ineligible for their health benefits coverage.
