The bill allows workers who perform essential functions like operating rides, assembling equipment, and managing food concessions to enter the United States temporarily, provided the Department of Labor certifies that there are insufficient qualified American workers available and that hiring foreign workers won't negatively affect American wages and working conditions. The legislation also permits spouses and children of these visa holders to accompany them to the United States. Within one year of enactment, the Department of Homeland Security and Department of Labor must publish final rules to implement the new visa program, with proposed rules due within 180 days.
