This bill directs the Administrator for Federal Procurement Policy to launch a two-year pilot program, within 180 days of enactment, aimed at improving how federal agencies measure success in government contracting. The pilot must include at least three agencies covered by the Chief Financial Officer Act and at least one military department, and it will require senior procurement executives to set annual, measurable goals covering cost savings, delivery timeliness, quality of goods or services, and end-user satisfaction with agency-contractor collaboration. The program will also evaluate the usefulness of existing data sources, such as contractor performance records and purchase details from large multi-agency contracts, in tracking these outcomes. Federal agencies and military departments participating in the pilot, along with their contracting officials, would be the primary parties affected. The Administrator must submit an interim report to Congress within two years and a final report within three years, with the Government Accountability Office required to review and comment on both within 180 days of receiving them; the law itself expires three and a half years after enactment.
