The Cleaner Air Spaces Act of 2023 directs the Environmental Protection Agency to award grants up to $3 million each to local air pollution control agencies to help communities exposed to wildland fire smoke. Eligible recipients must establish at least one clean air center in a publicly accessible building and distribute a minimum of 1,000 free air filtration units to low-income households with vulnerable individuals, along with educational materials and filter replacements. Grant recipients must partner with community-based organizations and conduct surveys within six months to assess how well households are using the equipment and identify barriers to proper use. The bill authorizes $30 million in EPA funding for fiscal years 2024 through 2026, with no more than 10 percent available for administrative costs, and requires the EPA to report to Congress within three years on program results and recommendations for expansion. At least one grant must go to a Tribal air quality agency.
