The Arsenal Workload Sustainment Act requires the Department of Defense to keep at least 50 percent of certain workload activities performed at government-owned Army arsenals in-house rather than contracting them out to private companies, with exemptions only for national security reasons approved by the Secretary of Defense. The bill applies to supplies and services that the Army currently performs or could perform at its own facilities, and it gives preference to private contractors that partner with government arsenals by adding a 20 percent cost advantage to bids that exclude arsenals. The legislation affects defense contractors, Army arsenals, and military supply chain operations across the country. Beginning with the next budget submission, the Secretary of Defense must provide annual reports to Congress detailing expected workload at each arsenal, actual workload achieved in the previous year, and required capital investments needed to maintain operational capacity.
