This bill directs the Secretary of State to review whether Qatar should remain designated as a Major Non-NATO Ally, a status the country received in March 2022. The review is prompted by concerns that Qatar hosts senior Hamas leaders and political offices, despite Hamas being designated as a foreign terrorist organization and having carried out attacks on Israel on October 7, 2023, that killed over 1,200 people and resulted in American hostages being taken. The Secretary must complete the review and submit a report to Congress within 90 days, and must certify whether it remains in U.S. national interest for Qatar to maintain this status, whether Qatar is using its influence to free American hostages, whether Qatar supports terrorism, and whether it will expel or extradite Hamas members. If the Secretary cannot certify all four points affirmatively, the President must immediately terminate Qatar's Major Non-NATO Ally status and cannot reinstate it without Congressional approval. The bill contains no specific funding or enforcement mechanisms beyond the mandatory review and reporting requirements.
