The DRUGS Act authorizes federal and state authorities to rapidly shut down websites selling illegal drugs by requiring domain name registry operators and registrars to lock domain names within 24 hours and suspend them within 7 days after receiving notification from approved sources. Approved "trusted notifiers" include the FDA, DEA, Department of Homeland Security, state attorneys general, state pharmacy boards, and certain nonprofits and contractors working with federal drug enforcement agencies. Website owners can appeal the suspension by providing proof of proper pharmacy licensing and legal prescribing practices, and if successful, their domain will be restored within 15 days. The law takes effect 60 days after enactment and establishes a prohibition against registrars and registry operators failing to comply with these locking and suspension requirements.
