The Agency Accountability through Appropriations Act creates a new process for Congress to reduce federal agency funding if those agencies issue rules that stray from what Congress originally intended. Each year by October 31st, the President must report all new agency rules to two congressional committees, which then have 45 days to hold hearings and vote on whether those rules match Congress's original intent. If either committee determines that rules violated congressional intent, it can recommend cutting that agency's funding by half a percent for each offending rule in the next fiscal year. The Oversight and Accountability Committee chairs can then propose these funding cuts as amendments to appropriations bills. The bill also penalizes the Executive Office of the President with half-percent funding reductions for each week the annual report is submitted late, providing financial incentive for timely compliance.
