This bill would allow members of the Selected Reserve and National Guard who work for the federal government to choose between military healthcare plans and civilian federal employee health benefits, starting January 1, 2025. Currently, federal employees who serve in reserve or National Guard roles are prohibited from enrolling in TRICARE Reserve Select, the military health insurance plan available to reservists, and must instead use only federal civilian health benefits. The legislation removes this restriction to give these dual-status military and federal workers more flexibility in choosing their healthcare coverage. The bill's supporters argue this change would improve continuity of care during military mobilization periods and increase overall military readiness by providing service members with affordable comprehensive health insurance options. The measure was introduced in April 2024 with bipartisan sponsorship and was referred to the Senate Armed Services Committee.
