This bill establishes the Open Translation Center, a federally funded research organization designed to translate and analyze government documents and public materials from China and other designated countries into English. The center will make most of its translations and analyses publicly available through a website to help U.S. policymakers, journalists, academics, and the general public better understand foreign governments' policies, intentions, and cultures. OTAC will be governed by a five-member board appointed by the Secretary of State, Director of National Intelligence, and Register of Copyrights, and will employ translators and analysts to work with artificial intelligence and other technologies to prioritize and complete translations. The bill authorizes $85 million for fiscal year 2025 and $80 million annually for fiscal years 2026 through 2029, with additional funding available thereafter. The Secretary of State will serve as the primary sponsor, and the bill encourages the agency to partner with the Central Intelligence Agency and other federal agencies to support the center's work.
