The DROUGHT Act of 2024 increases federal funding support for water infrastructure projects in areas facing severe drought and in economically disadvantaged communities. Under the bill, the federal government can finance up to 90 percent of project costs, compared to current lower limits, for water infrastructure in states that have experienced severe drought conditions for at least four weeks in the past three years or counties where the governor has declared a drought emergency. The bill also extends this same 90 percent federal financing to projects serving historically disadvantaged, underserved, or financially distressed communities as identified through federal tools and programs. Additionally, the legislation creates a priority tier for projects that address both severe drought and serve disadvantaged communities simultaneously. The bill amends the existing Water Infrastructure Finance and Innovation Act of 2014 to expand access to federal assistance but does not specify new funding amounts or appropriations.
