The Make American Flags in America Act of 2023 requires the federal government to purchase and display only American-made flags on federal property. The legislation applies to all federal agencies, military departments, and other government entities, with procurement rules taking effect 90 days after enactment and display requirements beginning two years after enactment. The bill defines "made in the United States" as 100 percent manufactured domestically from materials and supplies also entirely produced in the United States. Additionally, the Federal Trade Commission must study and report within one year on how well country-of-origin labeling rules for flags are being enforced, including how many violations have occurred and whether repeat offenders have been penalized. The bill does not apply to flags purchased or displayed by private individuals or businesses.
