The land bank planning and implementation grants program awards between $100,000 and $250,000 for planning phases and up to $15 million for implementation phases to support five-year neighborhood revitalization projects, with at least one-third of funding reserved for underresourced land banks. The bill also funds technical assistance programs and a fellowship program to build expertise in property remediation and land banking. The legislation authorizes $20 million annually from 2025-2035 for blight mapping, and $20 million for 2025-2026 then $43.9 million annually from 2027-2035 for planning grants, implementation grants, and technical assistance programs.
