The DISPOSE Act establishes a Precursor Chemical Destruction Initiative to help Colombia, Mexico, and Peru seize and destroy chemicals used in illegal drug production. The program, coordinated by the State Department with the Defense Department and Attorney General, aims to eliminate backlogs of seized chemicals, prevent their reentry into drug trafficking, and address environmental hazards from these stockpiles. The State Department must submit a detailed implementation plan within 90 days of enactment outlining strategy, timelines, budgets, and measurable goals for the initiative in each country, and then provide annual progress reports on the types and quantities of chemicals destroyed. The program will be funded through existing International Narcotics Control and Law Enforcement appropriations rather than requiring new funding. The Secretary of State can also add or remove countries from the program with congressional notification.
