The Energizing Our Communities Act establishes a fund to provide payments to local communities and Indian tribes that host major electric transmission line projects. Money for this fund comes from a portion of interest collected on Department of Energy loans that finance transmission infrastructure capable of transmitting 999 megawatts or more. Host communities must submit requests within one year of being notified about a project and can receive a single payment no later than 18 months after construction begins. Communities receiving payments must spend at least 20 percent of funds on conservation, stewardship, or recreation projects like habitat restoration, park development, or climate resilience efforts, while using up to 80 percent for community support such as schools, hospitals, broadband access, and workforce training programs. The bill requires the Department of Energy to report within 90 days on applicable loan programs and submit annual reports on fund operations and distributions to Congress.
