This bill requires the Bureau of Prisons to submit detailed annual reports to Congress and other federal agencies documenting damage from disasters at federal and contract prisons, including impacts on inmate and staff safety, access to medical care, food, water, legal visits, and other essential services. The reports must also include a corrective action plan with specific steps to improve emergency preparedness for natural disasters, extreme weather, and public health emergencies, along with recommendations for new legislation. The bill expands the National Institute of Corrections board to include individuals with expertise in emergency response, public health, formerly incarcerated advocacy, and labor representation, and requires the institute to hold public hearings within one year on how correctional facilities can better prepare for and respond to disasters. The Director of the Bureau of Prisons must appoint a designated official within 90 days to oversee implementation of the corrective action plan.
