This bill implements recommendations from a bipartisan Congressional Commission on the Strategic Posture of the United States and establishes policies to strengthen American military deterrence capabilities in response to what the legislation characterizes as unprecedented global threats from China, Russia, North Korea, and Iran. The bill directs the Secretary of Defense and other officials to develop several strategic plans within specified timeframes, including an assessment of updated nuclear and conventional force requirements, a modernization plan for the integrated tactical warning system, a comprehensive air and missile defense architecture, and a national workforce development strategy to support military and nuclear manufacturing capabilities. The legislation also calls for preparations to potentially deploy up to 50 additional intercontinental ballistic missiles beyond the current 400, establishes a new Assistant Secretary of Defense position for nuclear deterrence, and modifies the National Nuclear Security Administration's authority to design, produce, and test nuclear weapons as needed. Additionally, the bill increases spending authority under the Defense Production Act and directs the Department of Energy to identify locations for a new domestic uranium enrichment facility to reduce dependence on foreign sources.
