This bill bans the sale of single-use beverage containers that contain toxic substances or are made with certain plastics, effective two years after enactment. The law applies to retailers selling any drinkable beverages in containers up to three liters, including water, soda, beer, juice, energy drinks, and similar products, but excludes drugs, infant formula, and meal replacement liquids. Retailers who violate the ban face fines of up to $50,000 per product line violation, with collected fines deposited into a new Local Clean Up of Plastics Fund. The Environmental Protection Agency will use this fund to award competitive grants to local governments for improvements to solid waste infrastructure, water systems, recycling facilities, composting facilities, and related educational programs, with priority given to rural and underserved communities.
