The Youth Climate Leadership Act of 2024 would establish youth advisory councils at five federal agencies: the Environmental Protection Agency, Department of the Interior, Department of Energy, Department of Agriculture, and Department of Commerce. Each council would consist of 15 to 25 members aged 16 to 29 who are selected from diverse backgrounds and geographic regions, with at least half coming from disadvantaged communities. These young advisors would provide recommendations to their respective agencies on how to address environmental issues affecting youth communities, including climate change mitigation, pollution reduction, and environmental justice. The bill authorizes $250,000 annually to each of the five agencies from fiscal years 2025 through 2035 to operate these councils. Each council would meet at least once per year, hold public meetings, and submit annual reports with recommendations to the agency head.
